A. Definitions & abbreviations
MGC - The Musselburgh Golf Club Limited Board - Musselburgh Golf Club Board Section A Players - Players with a playing handicap of less than 13 Section B Players - Players with a playing handicap of greater than 12 Category 1 Players - Players with a playing handicap of less than 6 Starter - The Club Professional or someone delegated by them of the Board CONGU - The Council of National Golf Unions UHS - Unified Handicapping System
Unless otherwise stated in each section below a breach of these bye laws may result in disciplinary action by the Board.
B. In the Clubhouse
- Property
- MGC will not be responsible for any property belonging to members, guests or visitors which may be lost, stolen or damaged.
- Bar & hours
- The bar hours shall be determined by the Board in consultation with the Club Steward from time to time and made known to members as well as being displayed in the Clubhouse.
- No loitering at the bar is permitted.
- Children (deemed as 15 years and under) and young persons (deemed as 16 and 17 years of age) are not permitted to remain within 1.5 metres of the bar.
- Catering hours
- Catering hours shall be determined by the Board in consultation with the Club Steward from time to time and made known to members as well as being displayed in the Clubhouse.
- Members wishing to use the Clubhouse facilities for private functions should communicate with the Company Secretary providing full details of their requirements.
- Guests
- MGC operates an ‘open licence’ to sell alcohol to the public therefore members do not need to invite or sign-in guests. However, members are at all times responsible for the behaviour of their guests while they are using the Club’s facilities.
- Guests must adhere to MGC’s rules at all times in the Clubhouse.

Foul language & abusive behaviour

The use of foul language in MGC is not tolerated. Abusive behaviour towards any member, guest, visitor or employee anywhere in or around the MGC will not be tolerated and may result in immediate removal from the premises. Any such behaviour by a members or members should be reported to the Disciplinary Committee.

No-one under the age of 18 years will be permitted to consume alcohol on the premises.

Children (deemed as 15 years and under) will be permitted entry to the Clubhouse until 2200 hours or later if attending a private function when they will be permitted to attend until the licensing hours permit. Young persons (deemed as 16 and 17 years of age) will be permitted access to the Clubhouse at all times when they are open. All children who are not members must be accompanied by a responsible adult and be within sight of them at all times.

Alcohol is not permitted to be brought into the Clubhouse for personal consumption.

Smoking, including the use of e-cigarettes, is not permitted in the Clubhouse. This includes the kitchen, offices, dining room, toilets and locker rooms.

Bar staff will commit an offence if they allow a breach of the peace, drunkenness or any other type of disorderly conduct to be conducted on the premises. This includes serving someone purchasing alcohol on behalf of a drunk person. Bar staff have the right to refuse to serve anyone who they consider to be acting within these categories.

Lockers

A member may rent one locker to store golf equipment and clothing.

A member can obtain a locker by writing to the Company Secretary, who will in turn supply a vacant locker or place that member’s details on a waiting list.

It is against these bye laws to acquire a locker without first gaining permission from the Company Secretary.

Golf equipment

Golf clubs are only permitted within the locker room area in the Clubhouse.

Golf equipment will not be washed or cleaned in the toilet or shower area of locker rooms.

Golf shoes with metal spikes are not allowed to be worn in the Clubhouse.

Mobile phones
C. Booking tee times & competitions
The Captain shall have courtesy on the first tee at all times.
MGC may host competitions from external organising committees as well as hosting a number of ‘Open’ competitions that shall be published by the Board and made known to members well in advance of the proposed date of competition. In addition, MGC participates in a number of team, inter-club competitions and details of these will also be made known to members. Occasionally, such competitions may have to be re-arranged at short notice. Every effort will be made to cause minimal disruption to members. On some occasions MGC may arrange to have ‘courtesy times’ available at other courses should these needs arise.
- Tee times other than Medal, Spoon or Match Play competitions
- Bookings for times Monday to Friday are available 7 days in advance by telephoning the Professional’s shop, on-line or in person.
- Saturday on line booking (only every 4th time until 13:00) available from 18:00 on the preceding Friday.
- Sunday on line booking available from 18:00 on the preceding Saturday.
- Except in circumstances such as the hosting of a ‘Members Benefit’ each member may book one tee time in advance per day.
- Any member who is found to have abused booking facilities may face sanctions.
- Normally, MGC match play competition ties are given priority over the tee time bookings described in this section.
- Home club & away scores
- A member must only have one handicap issued and maintained by their ‘Home Club’ which is applicable at all other clubs.
- If a member of more than one club, that member must nominate one as their ‘Home Club’ and notify all other clubs where they are members of this choice. It is recommended that the player should select their ‘Home Club’ as the one at which they compete most frequently in qualifying competitions.
- A member must ensure that all competition cards are returned to the organising committee, signed by both them and their marker and make such computer entries as may be required.
- A member must report all qualifying scores, including ‘no returns’ returned away from ‘home’ advising of the date, venue, CSS and gross score. Scorecards MUST be returned in order for any ‘Stableford or Nett Double Bogey Adjustment’ that may be applicable. Away scores must be reported via the MGC website or using the sheets provided in the Clubhouse foyer and posted in the ‘Away Scores’ box there.
- Prior to competing in any competition at a club other than their ‘Home Club’ a player must ensure that any appropriate playing handicap adjustment has been made.
- Any member who fails to comply with these instructions may have their handicap suspended.
D. On the golf course
- Property
- MGC will not be responsible for any property belonging to members, guests or visitors which may be lost, stolen or damaged.
- Members code, including guests and visitors
- Membership cards or guest/visitor tickets must be carried at all times on the course, failure to do so may result in a green fee being requested.
- Loss of membership cards must be reported immediately to the MGC.
- A member is responsible for the behaviour and etiquette of their guests.
- The ‘starter’ may request proof of membership prior to start of play.
- It is not acceptable that members take it upon themselves to resolve any perceived bad conduct of other members. All such matters must be reported to the Board in writing within 7 days of the incident occurring.
- Start of play
- The order of starting shall be controlled by the ‘Starter’ and all players must report to them before commencing play.
- No player may start at any hole other than the first without permission of the ‘Starter’.
- Members teeing off before official commencement of play should report to the ‘Starter’ when leaving the course.
- No player may tee off as a single without the permission of the ‘Starter’.
- Etiquette & rules
- Members are expected to be acquainted with these bye laws, the Rules of Golf, including Etiquette & Behaviour and all local rules.
- Players should always rake bunkers, replace divots and repair pitchmarks.
- Slow play & ‘Ready Golf’
- The Musselburgh Golf Club is committed to the ethos of Ready Golf and asks that all golfers; members, guests and visitors support this initiative.
- If a match fails to keep its place and loses one clear hole, it MUST allow the following match to play through.
- It is the responsibility of every match to keep up with the match in front, not to keep in front of the match behind. If you keep up with the match in front, you cannot be accused of slow play.
On the tee, whoever is ready to play should do so (except in matchplay competitions) as long as it is safe to proceed.
- Second or subsequent shots, again as long as it is safe to do so, whoever is ready to play should proceed.
- If a member of your match has lost a ball, play your shot (as long as it is safe) before helping them to find their ball.
- Please remember the time allowed to search for a lost ball is now 3 minutes.
- In ‘bounce’ games please do not use the stroke and distance rule, take two penalty shots option.
- Players may putt with the flag in.
- Club ties
- Players are requested to invite club ties to play through at the earliest opportunity.
- Dress code
- All members are expected to wear conventional golf clothing.
- The following items of clothing are not permitted to be worn on the course:
- Team strips,
- Track suits,
- Non-tailored shorts,
- Blue, distressed or ripped denims or jeans,
- Overalls.
- Golf shoes must be worn by all players on the golf course.
- Caddy cars and motorised buggies
- Caddy cars must not be taken over tees, greens, the fringes of greens or between bunkers and the edges of greens.
- Motorised buggies may only be used in club competitions with approval from the Board and/or the Professional. Concessionary terms may be given to members on receipt of a written request accompanied by medical evidence to the Company Secretary. Concessionary terms will be reviewed annually.
- Those in receipt of concessionary rates are not permitted to carry a passenger. A full rate must be paid for the two players.
- Greens
- Players must avoid damage to the greens by not dropping the pin, carelessly dropping or placing golf bags on the putting surface. Abusive behaviour that results in damage to the golf course will not be tolerated and may result in action being taken by the Disciplinary Committee.
- Plug marks must be repaired on every green.
- Bunkers
- Before leaving a bunker, players should smooth over the surface of the bunker using a rake where one is provided. Rakes should be returned to the middle of the bunker on every occasion.
- Tees
- During the summer months, matches, other than Club competitions may play from any tees. During winter matches, other than Club competitions will play from the Yellow, Red or Blue tees only.
- Medal rounds shall be played from white tees for gentlemen and red tees for ladies unless the Board permits play from other tee positions.
- Club ties shall play from white tees for gentlemen and red tees for ladies.
- Damage to tees should be repaired using seed/sand from boxes, if available.
- Fairways
- All divots must be replaced or repaired using seed/sand available throughout the course.
- When advised, balls on the fairway must be played using a fairway mat. The Board, in consultation with the Course Manager will inform members when this comes into effect.
- Club ties and Team matches will not use mats unless in extreme ground conditions.
- Practice areas
- The club professional and green staff shall at all times have precedence on the practice area.
- On non-competition days a maximum of four players may use the ‘long game’ area and two players the ‘short game’ area at any one time. There is no restrictions of numbers using the practice putting green.
- On medal, spoon and other competition days only those taking part may use the main practice area up until the last tee off time for the competition.
- Although Shirehaugh is now deemed as a ‘short course’ it may still, at times be used as a practice area. However, those using Shirehaugh should treat it as a ‘golf course’.
- Those using practice areas should replace divots etc as they would on the golf course.
- Players, using the practice area must try to ensure that they do not interfere with players on the course. Those disregarding this request may be asked to leave the practice area.
- Pets
- No pets, other than assistance dogs are permitted on the course.
- Mobile phones and emergencies
- Golfers should switch their mobile phones to silent when on the course.
- The Club has a defibrillator in one of the greenkeeping staff tractors. In case of emergency this can be summoned by calling 07742 562 328.
- Green staff priority
- Green staff, whilst carrying out their duties have priority over all players. They will, however be aware of those golfers using the course.
